From what I could tell from this [link] The dragons of dragon city get more powerful from cannibalism (also mentioned in Tooth and Claw)...whether or not it's true for me I don't know. I haven't tried myself, wasn't raised that way. That is probably why that cop was surprised that I had not killed/eaten the thugs that attacked me. Either that or I used the thug's shirts as handcuffs.
Correction 10/10/2011 I was told that Sam did not get more powerful by cannibalism, just got buffed up for protection...I tried that once but, for some reason my muscles won't get that size...maybe because I am already in shape and fairly strong. Has been in track/field from elementary school to a year after graduating high (class of 1999). Than about a year or so after Y2K I went back to taking marshal arts from the very beginning.
